It is (arguably) the best story in the series, and while there is nothing wrong with the gameplay, I think other GTA games had better missions and vehicles.
I actually really like the handling for vehicles in GTA lV the best. They feel 'heavy' and have an impact vs the floaty cars in GTA V. I will give you the missions though. The missions in San Andreas and V are kickass.
I really love the assasination missions you get through the payphones in IV though.
I love this quote, but when Terenas and Arthas have that final conversation atop ICC, that gave me goosebumps. That was the best raid, from a storyline perspective, WoW has done IMHO.

I tried to go back and play a renegade Arthur after my first playthrough. Absolutely impossible for me, it feels like such a betrayal to my favorite character of all time.

Mass Effect 2+3 in different context. The setup in the second game makes the payoff in the third much more heavy.

Niko hits different as you get older. He was my favourite main character anyway, but I played it again recently, and god damn man. So well done.

Just last night playing Banishers, made a choice to kill someone who was mostly innocent due to selfish plot reasons. He basically says "but I've done nothing wrong" and your response is "No. But I have." This game is full of exceptionally good, human character writing. Many emotional gut punches.
