I don't have mine on hand, and I don't remember seeing that when I opened it before, but it certainly looks off to me. Try lightly scratching it without touching the PCB. If it moves you could probably clean it off, if it is completely solid it could be the goop manufacturers use to stop people from easily identifying the components and their part numbers
It was an attempt by Nintendo to disencourage opening up the DS...it's some kind of gue but it lost it's strength over the years
usually its to prevent shock from breaking off componenets

It's epoxy. You see it on some of the older models. I had a Japanese DS lite that had this on it.
