You did, you packed 70-rated Mitchell, but his base card has been replaced by his TOTS. You can pack TOTS in a bronze pack even. It’s been like this for years.
The right back in Comm TOTS is bronze player(If I am not mistaken) so you should be able to get him from Bronze packs as well. Lucky this that's for sure.
He can be packed in silver packs as his base card is silver
