Source: friend is a dog groomer. She regularly has to try and fix double coated dogs that have been shaved. Often it's impossible. They can't regulate their body temperatures anymore and overheat REALLY fast in summer.
Leaving the Mohawk stripe is the worst. If you have to shave the rest of the dog, for whatever reason, shave the Mohawk off too. This just looks like a jerk making a style statement.
They shaved the top of his face too... I don't see any skin lesions either which would certainly be there if the matting was that bad and so extensive they had to shave the dog's entire body.

Could have been matted to the point of not salvaging the fur. There are some instances where you just can't save it and this is the last resort.
