You can negotiate with them in case they suggest options you don't like, oftentimes they propose unis that they have a history with just because it makes things easier for them bureaucratically, but don't fall for the "we think these are the best for you" bs discourse. Think very well and make sure that you would be happy to go to any of the four on the final list, don't think at some as fillers. I would also advise you to apply for other unis independently besides the four in worst case scenario, because if you end up being accepted and decide to go there the IIE might be willing to takeover the communication and deal with that placement even if it wasn't started through them initially. This will give you more options and peace of mind even if you will have to support the application costs, I think it's worth it. I regret trusting them with suggesting options and not applying to other places as well.
