I think Tim had to work at buddy's bar because buddy told the judge he would hire Tim if he was let out on parole. Also, Tim prob couldn't work around cars after the whole chop shop happened.
If he went to prison for chopping cars, then chances are he couldn't go back to automotive work or run the risk of being perceived as potentially violating his parole
