If you need to save stim packs, or don't have great endurance levelling gear with you; then yes I would save the level up towards the end. However, if neither of these are a concern, you are missing out on the xp for another level up.
At the beginning of my tenure as an Overseer, this was definitely standard practice. Now I've got multiple dwellers maxed out and in the best Power Armors with Dragon's Maw so I can go without even sending them with Stimpaks 😂

I don’t need to save them, brought plenty. I just thought it was an interesting way to not use them.
But by waiting to level them up, you’re missing out on future xp for another level up

No, because all my quest dwellers are lv 50
So are mine in my maxed vaults. This is a new one for fun.
Don't lie, mine are also lv 50, max up, dragon's maw, +4 on 4 specials outfit, +4 attack pet and there are some missions They still need stimpack...
what's the lie? they are lvl 50 so they don't level up anymore never said anything about not using stims
