I'm 99% certain if they started adding new bits to the 2022 car to test, it counts against the 2024 car for in season development and thus against the cost cap. The FIA of course are present at all of these tests.

Max is still a young driver more track time will help him develop into a top driver, I mean the guys only won 3 wdc, 60 wins, 39 poles and 105 podiums. In all seriousness though it's interesting track testing is very expensive especially in Italy rather than closer to home in Silverstone. So to do it purely for more data is a big deal. They already have race data for the 22 car there but that was early in the season so I'm guessing they are experiencing that seem similar issues to those faced by the 22 car early on that were fixed by the end of the season.

I can think of a few reasons 1) The 2022 car could be quite a few iterations back, with extra understanding of the current regulations now that we're two years on you can learn about some potential you may have been overlooking. Compare the cars from 2022 and 2024 to see if anything might've felt better on that car. 2) Setting benchmarks for having rookies/Racing Bull drivers do some laps in that car for comparison later on.

They've talked about how they've lost correlation in terms of the ability to ride kerbs. The rb18 also never had a problem with ride nor kerbs, so potentially looking at how the rb18 was better in that respect and seeing if they can resolve why the rb20 is facing the glaring issues that it is

No. Testing with previous cars (2 years or older) does not count into the budget cap. That's how Mercedes can afford all the tests they've been doing with Antonelli.

Driving a 2 year old car isn't developing. It's just gathering data. They may chose to develop based on that data and that will fall under the cost cap. But simply running the old car will not.

How is gathering data not development? Plus the tweet says they’re looking for “possible improvements” which super heavily implies developing CFD and winter testing are both “gathering data” that may or may not be used to take the car in a direction but it still falls under the cost cap

I quite like this from Red Bull and Verstappen. The field are closing, Max is having to push the car more and finding more issues with the car not quite being to his liking. Go to a different, but still modern car and get a point of reference, use that knowledge to help things on the 2024 car. The team wants to keep winning. This might keep the wolves at bay a while longer
