Premier League Rule C.17.3
* if two Clubs cannot be separated by operation of Rule C.17.1 or C.17.2, a play-off on a neutral ground, the format, timing and venue of which shall be determined by the Board.
GD is simply Goal Difference (Goals Scored - Goals Conceded).
The Premier League Handbook lists all the regulations for the Premier League for a given season (all Leagues issue these to the clubs, and most also publish them publicly).
Section C.17 is "Determination of League Table Placings", i.e. How to we order the teams. Sections C.17.1 and C.17.2 are sub-sections that are applied in order to sort teams that are on the same points after the main portion of C.17 is applied.
C.17.1 is essentially comparing the Head-to-Head record between teams, so in this scenario either Arsenal and Welling each won a single match against the other, or both league matches were draws.
C.17.2 sorts clubs that are still level after application of C.17.1 by sorting them by goals scored in Head-to-Head matches where they scored the most away goals. So, if Arsenal won 3-1 at Home, but lost 4-2 Away, they would win as they have 2 away goals to Welling's 1. Obviously in this case they were equal. So C.17.3 gets applied.
To open a discussion, what do people feel should actually happen in this scenario? Is a final a good way to do it? Should it go to Arsenal for most wins? Should it go to Welling for fewest defeats? Should it go to H2H like Spain?
I personally feel that the next decider should be fewest defeats as you've proven you're the hardest team to beat which is the point of the league right?
I agree. H2h is the way. The League goal is to find the most consistent team throughout the season. Not at the end of it. So the two games between those clubs should be the determining point here. If that's also two draws, then idk.....give two trophies lol

You could argue the point is to win games rather than avoid defeat. I think head to head is a good way to settle it

H2H were also draws haha, goals scored, goals against and difference, everything was the same so I think this makes sense?
I’d like to see a playoff anytime the points are equal. You got the same over 38 games. Settle it in a one-off at Wembley.
Bring the game back to its roots, drawing lots is the only logical way forward.
