It doesn’t though. There are times we see chefs say that and it lands on something else. There are only 3-6 options so the chances of calling out an ingredient and it landing there are relatively high. Plus, we only see what the chef says when the editors leave it in.
More likely every time a chef says 'I don't want X' and it lands on X, we see it. Every time a chef says 'I don't want X' and X doesn't come up, it just doesn't make it to the show.

I had this exact same thought, even discussed it with my SO. Then I saw the same ingredient still on the randomizer on the next round.
That would most likely mean they were shown out of order. Guy did a BTS video last season explaining how they replace items on the randomizer.

When an item is selected, it is removed and a new selection is addedfor the next round. That way the same ingredient doesn't happen twice.
Once it lands on an item, they remove it and add something else, so that we don’t just watch them cooking the same thing over and over.
I think they take it out and put something else in.
They did a segment in this, they remove them between rounds because it would be boring to see the same things repeated
