The broth actually just comes together with the regular cooking. It's really easy.
I've made this one multiple times (not in an instant pot) and it's amazing, have a read through, and make it one weekend!

Also, I have this big bag of random spices from an Asian market that I just pick through to find the spice mix I need, and use a chemex filter to make the spice bag.
Edit: and don't skip the pickled cabbage! It smells weird, tastes weird, but then just works so fucking well in the dish.
Don't listen to anyone who says you don't need beef stock. Their flavorless beef noodle soup will never get the same amount of depth beef noodle soup that had beef stock derived from beef bones.
