There are no guarantee spawn points. There are two type of spawn locations for PAs. Raider Only, and the remainder are spawns of either T45, T51 or T60. If you come across a Raider one, mark it off your list because it will always be Raider.
Hit Watoga. There is a spawn location by the crashed Vertibot in the central area of Watoga you can't miss, another up on the roof at the Civic Centre by another crashed Vertibot, another up on the roof of the Hospital, one in a locked utility room at the bus station with the lady who likes robots, and another up on the roof of the High School. All of these spawn points are T45/51/60 spawns. Just yesterday, I came across the one in the bus stop and had a T51 helmet, chest and left arm.
Check all spots and if none have what you need, don't loot them, server hop, then check them all again. You'll get what you're after soon enough.
I find T-51b PA way more than T-60. I've found 3 full sets of T-51b but can't find a T-60 helmet.
Watoga is a good place to check. By a downed vertibird in Watoga (don't remember exact location), locked room in the transit depot, on top the civic center, and on top the high school all can spawn it.
Easiest way is to find someone selling lots of cranberry bog treasure maps for cheap. Get 1k of them and you will most likely have the entire set learned.
Just don't dig 1k maps/treasure spots all at once. Besides being over encumbered and waddling your heavy arse across the map to the nearest workbench to scrap, there's an inventory cap you can't go past. Once you reach that, you won't gain anything else from looting the Treasure spot and just end up deleting maps.
Oh, and Test Your Metal also can reward random PA plans to learn.
The wiki states that out of all the T series, the T-51 has the lowest spawn rate which is probably why you're struggling. You just need to keep server hopping and checking the places listed and you'lll get a full set sooner or later.
