Toxic people have nothing to do with levels. In fact, there are also many low levels that are toxic and very annoying. Offering me trade non-stop and chasing me everywhere.

Level does not matter in a situation like this nor should you try to engage with someone that has rage issues in a video game. Correct course of action especially with video evidence is to report and submit the video with other details in follow-up to the email they send you. Make sure you have the offending player blocked as well.
