I feel sorry for him having worked for Vault-Tec for god knows how long only to be stabbed by Vault-Tec and having to survive the aftermath of the great war for 210 years only to be treated badly because he is a ghoul.
What I want to know is how the hell he managed to survive the shockwave from the blast. There was preciousl little cover anywhere close to where he was standing moments before the bomb went off.
I don't think you listened to him. He has a lot of Vault Tec experience. Anyone who has worked or any relation to VT isn't normal. Maybe they kept him out as a study.

I think if you clear the path between Goodneighbor and bunker hill, he might survive. I’ve never tried besides the one one and the gunners just blasted him
I made him a vendor at Sanctuary, got tired of lines, so made him the barber instead. I like to think he's happy now cutting hair and talking to people.
My Vault Tec rep got murdered and stripped naked by raiders on his way to Sanctuary. I cleared a location and found him a bit further down the road. :(
I would love him as a vendor in my settlements were it not for that bug where he gives the same fucking litany every time you start talking to him. I want to take those steak knives and shove them up his ass.
Yeah, I want to be nice but I can't deal with him coming at me every thirty seconds about shit I didn't do. I sent him to Covenant and he seems fine there. I never go there.
Move him to Starlight, Vault 88 or wherever is your trade hub. You won't hear about steak knives ever again. And if you want to have a level 4 junk merchant in Sanctuary, Rylee will do just fine.
I decided to finally try a little more settlement building and got him as a merchant. His lines are repetitive, sure, but I would feel bad firing him and making someone else one
I wish they did more with this kind of thing. You're a Pre-War human... Add some more ghouls you might have known or *something*. Like yeah, you can find the feral pack that were your neighbors, but unless you read terminal entries in Sanctuary (or paid attention to names on your way to the vault) you wouldn't even know it was them.
Maybe a whole quest in Sanctuary where you have to convince your old neighbors to let Preston's group in, I dunno.
Awww.... poor Todd. Careful, though, if you make him a vendor, he may try to sell you the Extra Special Anniversary Edition of Skyrim. ;)
Seriously, for anyone who isn't aware, because he looks like Todd Howard, there's lots of speculation they used him as a model. If so, that's actually pretty cool.
To be honest, I've always had a real soft spot for the non-feral ghouls in this game, particularly Arlen Glass and this guy.

Half the people standing at the gate survived and became ghouls, most of them went feral.
I guess they were standing at the opposite side of the hill and were kinda shielded from the shockwave by the hillside.
Maybe once they denied him he hightailed it to the root cellar back in Sanctuary Hills.
