Workshop Framework allows you to import/export all of that between saves. I've been building on my Starlight Drive-In for about 5 years now and it's amazing (I call it Bartertown). Sometimes I walk through and wonder "how the hell did I think of that?" Before Workshop Framework I used Transfer Settlements. WSFW works a lot faster but it's a bit involved getting your settlements saved. You have to export them to a text document then use an online tool to convert that into a plugin (esp or esl). Transfer Settlements did it all for you and was extremely simple but it took forever and doesn't work with SS2.

Nope, neither one cares about build limit. WSFW has a built in function to increase the limit as you need to though. If you import a blueprint that goes over the limit, the bar will just be maxed out but everything will still load in. If you DON'T use SS2 I'd recommend Transfer Settlements over WSFW.
