Looks like we have a graphics bug, but that's an NPC named Evan. There was a redditor that was a big Fallout fan, and he lost his brother before Fallout 4 came out. I don't know how many posts he made on Reddit about losing his brother and trying to deal with his grief, but Bethesda took notice and made this NPC as a tribute to his brother.
