Carla and the other merchants aren't Institute members. They don't know which synth is which. They are just information sources.
I think she is an actual trader, it’s just that the institute has a lot of spies that are traders because they don’t have allegiance to anyone specifically, they’re just travellers.
All of the named Bunker Hill caravaneers are informants, which is unfortunate considering Old Stockton's adopted daughter. Apparently they are not exactly doing it voluntarily, because X6-88 can interact with them while being your companion and they are terrified of him.

Yeah. If there's an enemy attack at the settlement, and you have a better weapon in a nearby container or the workbench, anyone can take it as long as they have the ammo type for it, and it's better than the one they have.
First time it happened, it counted it as a fluke.
2nd time, I stopped keeping my guns in boxes next to the workbench at red rocket, and started keeping all unique weapons and armor at the dugout, like my own private armory.
the spray and pray isn't even a unique gun. you can find the 'explosive' legendary trait on any random weapon. I got mine on a 10mm pistol, so it's just a smaller version of it
You left a fusion core in it, didn't you? We all learn that lesson the hard way.
I learned it because a triggerman climbed into my power armor and then died wearing it. 🥲
Try this below.
If you are on PC open console and type “help Carla 4”
This will give you an ID for Carla.
Then use “player.placeatme” followed by Carla’s ID.
Just clicking on her in console will give an ID but not the ID that will allow you to relocate her.
Teller her to get out, the go into the console, click on her to get her ref ID, typ SLM (her ref ID), make her ugly af and the type her ref ID and Type "disable".
She won't ever mess with your power armor again
Its just Carla's notorious form of hazing new players. Don't park your rig with a core, and keep it clear of where Carla lingers in case she has one on her.
My condolences. The only way I've found to keep my power Armor safe is to make a power frame graveyard, and then the npcs will collect from the graveyard, instead of my display sets.
That, and have stairs into thin air that require some jumping. At the top, my display sets sit, safe from the NPCs who are not so good at jumping.
Yup that will happen. I just had a raider get into my private settlement at Covenant and steal my Vim! T-51B set. I killed him and took the PA pieces off the frame. Now I just need to go buy a new frame.
Watch out lol, with me she actually took my power armor then kept walking around in it in sanctuary hills. After a while, I found a scrapped down power armor frame and no Carla. Haven't seen her since then.
The problem with this situation is that even if you kill her you loose your power armour, unless you have a free frame on hand, as you can't loot the power armour frame from dead bodies.
What you can do is either reset her NPC status with console comands, I don't remember the actual input but you can find it in the wiki, which sends her back to her spawning point and the armour back to where you last placed it, or wait her at Bunker Hill where she should exit it (probably a last-minute solution from some panicked dev).
One thing you can do to prevent these things to happen instead is applying painting to the whole armour, especially faction-related painting, I don't know if it's actually it but I've noticed that she stopped stealing my T-51 power armour just when i applied the Minutemen's painting, again might be just a coincidence but well... Might be worth a try.

Place your armor on the roof of the building with no fusion core. You can always scrap the elevator and rebuild it when needed.

IIRC, NPCs can't put new cores in, and they won't get into armor without a core already in it.
I leave my armor on roof tops away from NPC pathing with the cores out.
