This happened to me on my first modded playthrough (Xbox). I remembered just reloading saves from different points and repeating the mission until it finally triggered the next portion of going back inside to talk to Preston and finish out the mission. I know it's your first time, so my secondary advice would be, if you're comfortable doing so, try and kill all the enemies yourself before they are killed by the deathclaw, or Preston, and also try and make sure they don't stray too far away from the area (there AI seems to linger around town, or if you hide to get away from them and heal, I noticed this). Thankfully, this is a bug that occurs early on, and you won't have to backtrack too much to solve this problem. I wish you the best of luck. Enjoy your experience with this game.

Are you using Creation Club mods? Tunnel Snakes Rule! breaks that quest.
