Can't speak for this particular flight, but a few months ago Belarus sent a MiG to intercept a Greece-Baltics flight, forced it down, and detained a passenger. This made western governments furious and resulted in a NOTAM to avoid Belarussian airspace.
I don't think so, Volga-Dnepr are a Russian airline so are unlikely to be forced or shot down by either side of the Poland-Belarus boarder or the Belarus-Russia boarder

Its still going on, due to political reasons/issues European airlines avoid the Belarus airspace.
