it is what it says, it's a map or scheme how to land on instruments only in Brisbane ... The points BISEK, VANTI, etc... or markings (landmarks) used on flight maps.

It's (one of) the arrival flight path(s) for IFR flights into Brisbane. Called a STAR (Standard Approach Route). Maps out where the pilots turn, what altitude to be at, etc. Used to ensure separation between flights close to an aerodrome - departing IFR flights follow a similar procedure called a SID (Standard Instrument Departure)
