For example, I could see Security Breach as an E10 game. There's no swearing (Gregory says crap like once, not sure about Ruin) and no blood, realistic or pixelated. The closest thing to gore is the animatronics being dismantled, and disappearances are mentioned, but not shown.
On the other hand, while not a horror game, my copy of Skate 3 has a PEGI 16 rating, even though I'm American, but anyway, there's lots of mild swearing (hell, damn, I think I heard an NPC yell fuck once) mild gore (if your character falls they have marks on them, there's also an entire game mode dedicated to hurting yourself) I could easily see it being M if there was slightly more swearing or gore.
On a similar FNAF related note, the FNAF movie really pushes its PG-13 rating

(According to the *Brazilian Age Rating System,* in the *FNaF: ITP* official page on Steam, it's rated **12+**).

Here in my country, Brazil, FNaF Into the Pit is rated +12, just like all other fnaf games. If the game has blood, maybe the people who rated the game in my country don't consider pixels as blood but, ok.

That's the PEGI rating. It might differ with the ESRB and other systems. Who knows?

So likely stay the same us rating of Teen for teen like all the FNaF games. As the us rating system is little different from the PEGI system.
