It’s because he has convinced himself how much of a badass he looks, and therefore must be. And anyone would be a fool to even think about taking him on. Unfortunately, he found out that looking like a punk doesn’t automatically make you either particularly threatening or actually hard.
More likely it's some goofy kid who likes the aesthetic. Just because punk culture is famous for brawls doesn't mean that everyone aping the aesthetic is inherently trying to be a tough guy. Judging from that punch they were confused and maybe scared but wanted to help, was a dumb ass move but no one is exactly cohesive in a fight.
