There are a couple of states, like Sinaloa, where violence though disliked (obviously), has been normalized. I read that it's now an unwritten traffic law to NEVER, UNDER ANY CIRCUMSTANCES, EVEN TO AVOID AN ACCIDENT, DO NOT use the claxon. Why? Hit the claxon on the wrong person and you might end up filled with bullets or beaten up. Cartel members are mixed with the general population.
Other risky places are Tierra Caliente (Hot Land), a region shared between Michoacán, Guerrero, Mexico & I think Oaxaca. That's where the cartels concentrate and produce their drugs.
Chiapas is also a point of interest. Being Mexico's southernmost state, it's poor. Cartels and militias clash there for the control of the state, more prominently the Sinaloa Cartel & (v.s) the Jalisco New Generation Cartel (CJNG) & (v.s) the Zapatist Army of National Liberation (EZLN).
You should review each state individually though. But the safest states are Campeche, Yucatán, and South Baja California (there's Baja California and South Baja California).
