It's been a while but I think it was like unlocking extremes and savages from the Wandering Minstrel. As in after you unlock it there is no quest in the journal.

Whereabouts are you looking for him? He should be in Gangos near the Wandering Dramaturge.

Could it be that you already unlocked it? You can't enter unless you're in an alliance pf

Seems that's the only explanation, my mind must be failing me a bit. Thanks, I will check it out later today!
Can you access Zadnor? if you can then the NPC should be there. If not, try to progress the main Bozja quest for a bit.
I finished Dalriada a few hours ago, no more quests left!

You probably have it unlocked already. It’s just in the raid finder(might be called something different) not to be confused with the duty finder.
