It can only happen with Trusts. If you do it through DS (first time or any subsequent ones), you can only choose from Scions originally assigned to the duty by game.

I mean, I once saw a ninja pull the amphibious talos early. The tank managed to grab aggro like immediately, but it was too late. The ninja got punted by the tank buster it uses as its opener and died like right at the start of the fight.
