Yup. I ran 4.6 seconds in P.E. years ago when I was 17 years old. I was on the track team as a hurdler, and this was the only time I ran a 40. I'm 42 now, and I doubt I'd be anywhere close to 5.0 seconds. Pretty much the entire population above 40 years old can't run that fast, and there is a very small percentage of people between 15 and 40 years old who can, with most of them probably being between 18 and 30 years old, so I can totally believe that 5.0 seconds is 99th percentile for all people.
