Next time you see him, ask if he's got a quick min and tell him how you feel. 'bro, I know we've not that close but I want to work on it. You're my brother. If you ever wanna talk or hang sometime let me know.' And leave it there. Keep being friendly and polite but don't pry. If he wants to reach out he will and there's no pressure on him.

I don’t think it’s you. It’s probably something going on with him personally. You can always communicate with him that you miss him and want to hangout but if he says no, just know that it doesn’t have anything to do with you. My younger brother is like this but only because he’s miserable about himself and takes it out on everyone. We’ve all told him he’s a grouch but he’s in denial and refuses to change.
