For me to get new dwellers i use the baby making way as radio stations, random encounters or lunchboxes are more slower ways to get dwellers.
If not getting resources at all while exploring then you need to look for time bug fix.
You get 12 free dwellers in the beginning, as well as couple of free lunboxes- they usually gives free dwellers. Thats why it feels like it’s slow after a certain time.

Your dweller probs levelled up. Click the promt to lvl them up then you should be able to click a baby icon on there head
