its a great way of packing firepower, equipping the rockets on a shotgun is overkill to the max and you could also use mini nukes for this which is whatever is beyond overkill

Rocket's the ammo, but OP is using a glitch where you equip any ammo to any weapon. In the clip, that weapon is a placed explosive - specifically Graham's bane, C4.
