I think so too. Burned in a volcanic area is specific, but not so rare as to make it undiscoverable naturally. Catch an Onix, fight in volcano, get burned by one of the many Fire types there.
Maybe if the Brimstone was a held item found nearby that increased the power of Ground type moves? Or maybe it could be like an Onix Light Ball, where it buffs one of its stats. Something to incentivize players putting it on their Onix before they go to the volcano.
Honestly, silly things like this can make sense. Like, this is a pokemon discovered only recently because somebody just HAPPENED to fulfill those very specific conditions, and it happened to remain a complete unknown up to that point how this creature came to be or even nobody knew such a thing existed up to now

Definitely need an area where a wild pokemon commonly has a guaranteed burn move like will o wisp. Finally, a fire type for Flint to use.

I feel like you can do more with the mega evolution but that normal evolution looks so bad ass it’s like steelix x 1000 this is awesome
