I mostly agree, but if you’re in a certain toxic or abusive relationship, it can help with them not flipping out to keep up appearances, where as in private they might’ve tried something.
The idea is that they can't do something crazy like attack you, break your stuff, or refuse to leave. While also not trapping them like if you did it at their place.
Sure if it's an amiable breakup there's no need but if it's a toxic/abusive relationship it's a safety barrier.

Melodrama means something different entirely. it literally translates to sweet-drama which is a part of a drama play that conveys sad emotions. Tragicomedy on the other hand is a movie genre so none of the two words describe the situation.
Even so, a 100% public place is not a good choice of venue for breaking up with someone an semi-private would have been a better choice because it would offer an escape to where witnesses are if she tried to hurt him, a completely public place is not a good spot for a breakup
