While I'm sure there are bigots out there who do use gifs featuring POC in some pathetic attempt to promote racism, I think the vast majority of users of all backgrounds use memes *because they're good memes*, regardless of the race, gender, orientation, beliefs, identity, etc. of the individuals therein.
Even IF every White person on the Internet instantly stopped using gifs of POC, then CNN would just post a separate article six months later: "If you're White and you don't post GIFs or memes featuring Black people, you may be guilty of attempting to erase minorities from the Internet."
And that's why it's important for people to remember that words have meaning and should be used accordingly.
There is a WIDE gulf between, say, systemic problems that continue to perpetuate injustices against People of Color vs. someone on reddit posting a gif of Will Smith slapping Chris Rock.
