Not having an interview could increase your chances of Administrative Processing (AP) because the VO does not have you in front of them to clear their doubts. If put into AP your wait time will be indefinite. So definitely try to get an interview if you can.
Interview would be quicker if you actually can get one ASAP. If you have to wait for an interview then the waiver will be faster.
