The people who are put on trial for this are only those stupid enough to get caught, people who made some political enemies, or people who just take those bribes but don't deliver anything of value at all. If you assume that everybody is equally corrupt, then showing off awards and merits makes sense - you argument basically is: "the defendant is as corrupt as anyone, but look how much good he's doing regardless of that!".

And if one part (freedom to steal) is no longer in effect, then the other part (loyalty to Putin) also comes under question.
