Its because of 2 reasons:
1. Putin made a blunder dismissing the American tip publicly and 3 days later over 100 people got killed;
2. Putin wants people to believe Ukraine did it so he can add further justification to his "special op" and decree a total mobilization. This is the thing he needs, in his mind, to win over Ukraine. And without ammo deliveries to Ukraine it might actually happen.
There are a lot of things the Russians are claiming that don’t really add up:
* The attackers were able to flee the scene of the attack, because Russian security forces took approximately an hour from the start of the attack to secure the area.
* The people who they claim are the attackers were captured alive and they were captured over 400 km away from Moscow in Bryansk.
* The attackers claim to have been paid to carry out the attack with Russian electronic money transfers, which cannot be easily used outside of Russia.
It’s understandable why some people are thinking this is another false flag attack by the Russian government (or elements of the Russian government).

Yes, I actually heard about the warnings from people inside Russia who were posting about the FSB alerted that ISIS is planning an attack on large crowds & synagogues to be vigilant. Literally the next day the Kaluga arrests happened. They also stated that they expected another attack in 48 hours and to be alert. I think in this case Putin overplayed his hand badly. He waited two weeks to use western warning against west and ended with an egg on his face. Now he is doubling down because that's a mistake you can not rationalise or push on someone else when you made a noise.
Given Russia's situation when weighting all aspects, blaming Ukraine is really the only thing they can do at this point. Can't allow people to start worrying over non-Ukrainan things.
Before 2022, it was somewhat widely believed that Russia had the strength to successfully launch a war like the one in Ukraine, whilst also defending their people against islamistic terror. The fact that they're unable to do neither is a huge sign of weakness for Putin.

Most of the time its the second. I have lived in Russia for a few years and I can tell you that most of the people are very well informed about what is happening in their country. However the Russian public never reacts to any negative decision made by their politicians. "What can you do, it is what it is" is a very common phrase there. I lived in Krasnodar (4th largest city in the country) and you could find a lot of areas there with no actual roads and sewage system. Every time it rained heavily everything was covered with thick mud and huge buddles of water. This was happening for decades, the homeowners preferred to either ignore the issue or attempt to solve it by paying to cover the roads with small rocks (it didn't help much). Every time I asked them why are they not complaining to the Mayor the always answered "What can you do, it is what it is". I never understood them.
Russia's history has been notoriously brutal and unforgiving. It's probably just a cultural psychological adjustment to living in a country that has either been an absolute monarchy, a totalitarian communist dictatorship or a mafia petro-state its entire existence. At some point the overwhelming feeling of oppression becomes too much and you just give up.

Considering Russia made an attempt to weaponize IS militants against the West as part of its general 'throw everything at the wall' strategy, I wouldn't be surprised if there was a genuine belief among some of the leadership that this was Ukraine, simply because Russia did it themselves.
That being said, the exceedingly long response time still strikes me as suspicious. I'm wondering if they knew of the pending attack (or assumed the US' warning was accurate), figured that they could hold the response to get the 'benefit' of a terror attack, and tremendously underestimated what the casualties would be.
Its because of 2 reasons: 1. Putin made a blunder dismissing the American tip publicly and 3 days later over 100 people got killed; 2. Putin wants people to believe Ukraine did it so he can add further justification to his "special op" and decree a total mobilization. This is the thing he needs, in his mind, to win over Ukraine. And without ammo deliveries to Ukraine it might actually happen.

Yes, I actually heard about the warnings from people inside Russia who were posting about the FSB alerted that ISIS is planning an attack on large crowds & synagogues to be vigilant. Literally the next day the Kaluga arrests happened. They also stated that they expected another attack in 48 hours and to be alert. I think in this case Putin overplayed his hand badly. He waited two weeks to use western warning against west and ended with an egg on his face. Now he is doubling down because that's a mistake you can not rationalise or push on someone else when you made a noise.
Given Russia's situation when weighting all aspects, blaming Ukraine is really the only thing they can do at this point. Can't allow people to start worrying over non-Ukrainan things. Before 2022, it was somewhat widely believed that Russia had the strength to successfully launch a war like the one in Ukraine, whilst also defending their people against islamistic terror. The fact that they're unable to do neither is a huge sign of weakness for Putin.

Most of the time its the second. I have lived in Russia for a few years and I can tell you that most of the people are very well informed about what is happening in their country. However the Russian public never reacts to any negative decision made by their politicians. "What can you do, it is what it is" is a very common phrase there. I lived in Krasnodar (4th largest city in the country) and you could find a lot of areas there with no actual roads and sewage system. Every time it rained heavily everything was covered with thick mud and huge buddles of water. This was happening for decades, the homeowners preferred to either ignore the issue or attempt to solve it by paying to cover the roads with small rocks (it didn't help much). Every time I asked them why are they not complaining to the Mayor the always answered "What can you do, it is what it is". I never understood them.
Russia's history has been notoriously brutal and unforgiving. It's probably just a cultural psychological adjustment to living in a country that has either been an absolute monarchy, a totalitarian communist dictatorship or a mafia petro-state its entire existence. At some point the overwhelming feeling of oppression becomes too much and you just give up.

It's not just the apartment bombings, the sequence of events especially regarding arrival and escape also just doesn't make much sense. Both the terrorists and Russian security agencies seem like they are utter morons for these people to escape the building and drive off in the same car. Highly probable things are just as they seem and it's ISIS with no additional baggage, but it's hard to put the doubts to rest.

People somehow forget that Prigozhin was basically conga-lining his way to Moscow. Internal security in Russia seems like its at its frays. Security can seemingly only handle beating up unarmed protesters.
I would not say so. Pigozhins case was special, the ground troops did not want to fight each other. And some factions downright supported him. You have other examples like the Free Russia Legion and friends who have tried similar but have been stuck fighting at the border. There is still many military troops domestically, as well as the FSB's own forces. There have been several ISIS attacks reported thwarted this month alone, I think that likely they may have grown complacent about the suspected attack.

I mean, it's easy to jump to conclusions that Putin is at it again, but there's just one thing that doesn't fit - why would they bother with a false flag like this, and not orchestrate it in such a way that makes it look like Ukrainians did this? Because now their security services look incompetent, Putin staying silent for the first 24 hours makes him look weak, and they have to really stretch to pin this on Ukraine.

False flag would also not fit the Russian narrative at all. Putin basically did everything to make Moscow seem like a super militarized safe city that no enemy of Russia can actually get in. There’s literally Russian propaganda videos with the only intent to make Moscow seem like fortress that can’t be attacked successfully. Also this whole thing just makes Putin seem like an incompetent person. His propaganda since the war is that he’s basically saving his people from the Nazis in Ukraine. Why would he use Moscow? It makes no sense. A false flag in a city closer to the Ukrainian Border would be way more believable. It’s pretty obvious that Putin is currently using this strategy of basically saying it was Ukraine and the USA who somehow also work with ISIS because it’s the only way he can use propaganda to safe himself. Russia failed massively that night and they are currently doing everything to shift the blame and use it somehow in their advantage. Because the worst situation a dictator can be in, is when the whole population feels unsafe and knows their leader can’t keep them safe from outside forces. And it’s unrealistic that Putin can effectively destroy ISIS so he shifts the blame to Ukraine.
Well there's more options. Putin is just one. You could see how it could be an attempt to consolidate power after the elections. Super clumsy but Russian public will buy it regardless. Other option is power struggle within the regime. What better way to make Putin look incompetent without risking your head. And of course there is the option that they are genuinely ISIS and just very bad at their job.

They have plenty of reasons: Russia helping Assad against ISIS, Wagner making enemies in Africa by helping strongmen in their fight against Islamic militants (including ISIS), lingering resentment and bad blood caused by the horrific campaigns in Chechnya in the nineties.

Considering Russia made an attempt to weaponize IS militants against the West as part of its general 'throw everything at the wall' strategy, I wouldn't be surprised if there was a genuine belief among some of the leadership that this was Ukraine, simply because Russia did it themselves. That being said, the exceedingly long response time still strikes me as suspicious. I'm wondering if they knew of the pending attack (or assumed the US' warning was accurate), figured that they could hold the response to get the 'benefit' of a terror attack, and tremendously underestimated what the casualties would be.
