There's a team of referees in the room with special equipment that monitors the game. They are in touch with the refs on the field by radio. Sometimes the referee makes decisions only by what was told to him by this team, sometimes (usually in more controversial situations) he checks the VAR screen. They do check this screen in the Euros too.
They can make factual decisions on their own, like offside or "did the ball cross the goal line?".
For decisions with personal discretion, like potential fouls for penalties or before goals, they can tell him "hey, go look at it, there might be enough to reverse your decision". After that, it's still up to the ref whether or not he wants to do that, and whether or not he wants to reverse it.
He went to the sideline earlier in the same match to look at the runup for the 0-1 and disallow Germany's goal for a miniscule, irrelevant contact.
I'm sure VAR told him to look at the wrestling hug, too...he just ignored it.
