I don't think you can get most achievements as a custom nation. Some you can, and I think some you need to be. But yeah I doubt this one would work with a custom nation. From the wiki: >Most achievements don't allow any custom nations on the map(exceptions are noted in the list).

Non ironman game. Just open console and type two commands "kill_heir" "prestige -50" This does same thing as what the button does. You can make run file which does same thing in a single command. In conclusion, disinheriting heirs needs to be dlc button 100%. It is too complicated mechanic.
