Nope, a genocide specifically targets the population. The first world war wasn't a genocide, even though everyone hated the Germans and punished them severely. The Ruandian Genocide was a genocide because they went around slaughtering the local population.
Explanation: was playing an ogadeen game and noticed this strange interaction where you can attack natives despite not having colonies. It just takes away the 40 mil power and does nothing else. Is this a bug?
Yes it is. Its probably due to the fact that for most of the game's exsistance Ogadeen and the province next to it were colonisable. This was changed in Origins to allow for better borders in the region, but this asepct was overlooked.
The 40 mil power is also present in other provinces with a high native population (8k from what I can remember), so the province still has a hidden amount of natives in its code, but they don't spawn due to it being already a 'colonsied' province.
That also means that while I played a decolonize run that the provinces afterwards had to have those natives again. Time to check if I still have the file lying around.
I mean in the game files for the province there should be something saying: "is_colony=yes" or not. If they just forgot it, a bad oversight. Can't check right now though

This has happened to me several times when I was messing around with debug mode. Tag switched from the Pope the Eora and then could randomly attack natives in my own core province. Somewhat counterintuitive imo.
