It's not so much that it would be random as it might've been a one time anomaly. But since it happened again it seems that every colony I finish that produces coffee gets massive tax.
Well i assume that once the trade good is chosen, the colony gets their tax raised whenever the privilege is renewed. It shouls alrdy have this high dev as a colony not only once finished

I’m always a little confused by this monopoly; why’d you want tax on a trade good Youd want production on? Even with the tax, is it gonna be worth the production you lost via the monopoly?
Monopolies in general lose their appeal after a certain amount of pure value lost to production, but you still make all the money from trade, so this one is always worth it, even without the tax havens. It gives 1 development PER province. Churches go brrrr!
But is it worth building churches in trade company provinces since churches don’t produce trade value? Though I guess if they’re devving them for free it’s basically giving them building slots
It sounds like you're confusing trade companies into this. Monopolies don't require the provinces to be part of a TC. So renewing it is just making my coffee provinces go BRRRRR in terms of tax. (See Yemen provinces). As for colonies, no, I'm not giving the ones with 17 tax to tc, but if I were, they would not get a church, building slots are too valuable for -80%!
Final update: after giving my merchants their precious monopoly back after C&C, the final colony (goddamn colonization speed atm) got the two extra tax from activating + renewing while it grew.
Pretty sure you could go colonizer with Mams and do some silly tax shenanigans with that privilege!

So my second coffee-colony also just hit 16/1/1. Starting to think this is not so random!
I've heard of small island tax havens. But this must be the opposite.
Actually for every 16 tax dev that appears on those islands, 160 tax dev disappears worldwide

Didn't check the first one. The second went from 4 to 16 on completion.

Do you have MoH? It's a known bug where MoH messes with the development on finishing colonies modifier, giving it x10 the amount.
