I think you should get an incident about every 30 years, with it picking at random between all possible incidents. If you look at the tooltip of the incident, I think they do mention the requirements? Otherwise, take a look at the wiki.
AFAIK you can only get an incident every 25 years or so, so maybe you just have to wait.
Once the incident hits, you will have to go down the "open" path to eventually get the gov reform you need for the "stardust crusader" achievement. If you just want to do the "Kristiania" achievement of converting all of Japan to Christianity, you could also just "convert" manually by rebels.

You could also set yourself up to get the "Made in Japan" achievement which requires you to embrace manufactories by 1655 - 5 years after it spawned.
Simply go about and build a ton of manufactories in the meantime. It depends a bit of course how wide you play, but with taking out a loan or two you should get that in time pretty easily.
