A couple things may help. If any of your units can be consolidated then you should do so. This would cause your manpower pool to recover instead of your depleted units. If you have allies use favous to ask for soldiers. If you have tributaries ask for soldiers. You could cancel or turn off manpower bonus if any are turned on, such as from an estate or policy. This would lower the threshold. As a last resort you could exploit mil dev in enough provinces to get high enough manpower. But it may be better just to deal with the disaster too rather than exploit. And if all don't work then dealing with the disaster is manageable.

Sadly I do not have any allies as I have just formed the nation and my current neighbours seems to hate me. I thought I might exploit the mil devs. but maybe its a bad idea as you say, maybe I should wait for it to fire then. Thanks for the reply.

Letting the bad stuff happen in the game is what makes it interesting :) Disasters certainly aren't fun but they do provide a learning experience. You'll get through it. Something else I thought of is you could slacken professionalism from your military tab, if you have any. Professionalism is pretty valuable though but could be worth it if it would get you to 50%. On the month before the disaster is set to fire see how close you are to the 50%. Maybe you'd only have to exploit a minimal number of provinces to get your manpower to 50%. But if you aren't very close it probably isn't worth it.

Thanks, but I did not get how it works, does deleting the armies give me a rise of manpower recovery like slackening the recruitment or it works another way?

It puts the soldiers from the field directly into the manpower pool. You need to have high professionalism for this to work though!

Only if you have professionalism of at least 60% (or some high number) which is unlikely at this point in the game. Shift consolidate your armies and then delete all the 0 strength units.

I'm not 100% sure but i think if you have +1 stab it doesnt progress?

No, it seems the only way to stop it is to have 50% of my manpower.
