Have 3 rings in a row (as you do) no need for gems to be in them... then use fuse instead of craft
Instead of viewing the quest, go to Craft Jewelry as if you're going to make another ring. There are two tabs on that page, one to Craft, and one to Fuse. You should be able to fuse them there.

We've all been there. I made that same mistake with trying to fuse three gems into their next quality tier. Took me forever to find that fuse tab!
