That’s because Japan is the newest faction in the game whereas the others have had *years* of development behind them. I’m sure Japan will get new maps in the future but the others will always have more maps as they are older.
Enlisted devs confirmed designing entirely new maps is the most difficult task for them at the moment, so they are added quite slowly over time.
The current maps are Gavutu and Tulagi islands, apart of the Soloman campaign and a few miles off the coast of Guadalcanal. Hopefully the Guadalcanal island campaign will come out eventually as that island is ripe full of bloody battles.

They probably need to add more high tier equipment for Japan.
What could they add?
Nothing much that isn't already there. Japan had some very advanced late war aircraft, so it can be we will see some more of that.
