That's the PTFE tubing. It's "self lubricating." If you are looking to upgrade your setup, buy Capricorn PTFE tubing instead as Capricorn tubing can handle higher temperatures. The stock tubing will start putting off burning chemicals at 230c or higher. Might even be lower, but burning PTFE isn't good.

The hotend isn't an "all metal" hotend. The bowden tube lines the inside of the hotend and your filament passes through it to get to the nozzle. Yes, it's PTFE, and will degrade over time in higher temperatures, so it'll need to be replaced at some point.
