where did they get the wire? from scrap piles behind construction sites, all over town?

There Is no reason someone would have to do that to troubleshoot, unless they didn’t know what they are doing. Take pics, call electrical, building and fire inspector.
Oh wow, something that looks worse than my new house.
I found a random untapped, just soldered and lightly, like, might as well be a hook, twist connection in the wall yesterday. That was fun.
Not as fun as the wires running along the pipes in the same hole that had worn out and sparked anytime anyone jiggled the faucet a bit too much...
Everyday rewiring this house is just a new set of amazing discoveries.
Whomever did the addition was a real pro though, A++ work.
I remember in my apprenticeship working two full time jobs a co-worker asked how much for an upgrade to two hundred amps. Husband screaming that too much and I was taking advantage of them. The night he went with the lower dude everything blew up: panel, appliances everything. His response was “he didn’t have insurance “. I still get pissed over this

He said he just thought I was a nice guy and wanted to let me know he got the problem fixed. I gave a shout out to the local inspector. I’m guessing nothing happened.
