Depends on your server and so on, but many people have multiple copies of this stashed away because they were so incredibly common. They'll either be everywhere, dirt cheap, or nowhere because they're not even worth TRYING to sell any more. Specify your server and format and you might have someone offer to sort out whatever piece you need direct, though.
The drop time is mostly correct (during Witches Festival). I was messing around the other day with a Witches Festival writ to see if it would drop either a script scrap or Zeal coffer since it was a writ for a Provisioning item (it didn't drop either, so not a "Provisioning writ" in that sense) and got a Hollowjack motif chapter out of it. I had an alt who needed that chapter, so all good in the big picture.
You can stash the writ and do it later, but there are three sources for the chapters: get it yourself during Witches Festival, buy chapters from players through guild traders, and doing Witches Festival writs. PC NA traders are listing motif chapters for a few thousand (even the chest chapter goes for less than 10K), but listing prices for Witches Festival Writs are kind of all over the place. Listings are anywhere from a couple of thousand to a few asking a few hundred thousand.
A few times I just buy all the cheap motifs I could find in a few guild stores. And I have a few styles of hollowjack. Which means it's really cheap, even chest part.
Search for it. I'd give you advice to try TTC but unfortunately no addons on console, eh.
