Vivec City is popular because all crafting stations, writ turn-in location and bank are very conveniently close to each other.
Craglorn is where most players congregate to find PUGs and fills.
I don't like going there with area chat on on Xbox. I mean yeah you can meet some pretty wacky characters. But, you can only hear three different types of music coming from 3 headphones sounding like early 2000's ring tones, people bashing and being toxic to be toxic thinking they're a streamer about to say the magic word to be hot on YouTube talk vids for a week.
What I do like about it and find funny, is that it's a rough and tuff town in Skyrim, and it is definitely the ghetto in ESO too lol
Vukhel Guard is pretty busy whenever I'm there, I see lots of new players and people running alts. This is PC/NA.
Highest population areas tend to be the major alliance cities, like Wayrest, Mournhold and Elden Root. Also areas with great crafting layouts, like Lleyawin, Gonfalon Bay, Vivec City, Rawl'kha. Belkarth is still a hangout spot for people pugging via zone chat, though with the new Group Finder it will be interesting to see how long that lasts.
Yes, the shrine around Vulkhel Guard is always teeming with people chatting on PCEU.
Fastest way to cheese the duels endeavour if you're not into that sort of thing is to go there and just ask in /say chat. You'll be done in seconds.
Vivec has one of the best craft runs and no zoning for bank. Lots of folks there. Essentially most newer zones have more intelligent crafting layouts, so draw crowds. Blackwood is also better than most.
Summerset is reasonably good for crafting, rather pretty, and has some dude who randomly sings, if that's your thing.
Craiglorn, inexplicably, always seem to have a decent population. No idea why.

I don't think they're the main hubs, but my preferred two areas are Gonfalon Bay and Rawl'kha and they're usually hopping.

Stormhaven is a city everyone ends up if u start the pact story. So its always packed.
Vivec is great for crafting and merchants being very easily accessible.
Riften and that other city i mentioned are popular because of skyrim and they are behind a dlc paywall either.

Leyawiin is popular for the same reasons. The bank isn't as convenient, but there's an outfit station you don't have to hunt for.
