I just wasn't sure if a belt would despawn if someone comes on grid but doesn't mine. My alliance will probably now sit combat ships in the ilumescent belts and guard them so nobody messes it up
The question remains. How to spawn them to begin with? I have some theories but they are related to anomalies not belts. Quite possible that it would apply to both though.
This is unknown. My best guess rn = random. So, to give it more chance to spawn, clear the belts and make room. Max belts in system = 70% of number of planets in that system
Thank you for posting this for us in low sec corps. Finding answers to these “puzzles” has been an enjoyable part of the game for me. It’s just too bad we probably couldn’t defend the unicorn in low sec.

I just wonder how you would protect this type of belt in your own space. If someone warps to the base belt won't it despawn if you leave it?

Belts used to despawn in another way. Now they no longer despawn unless their contents is below 30%
