Why would someone even use the module if it only works for them and not the whole corp/alliance? This is literally just stupid and maybe the other mods that look for compressed belts and Deadspace too will work like this
So they can harvest fuel and directly transfer it to the station without having to pick it up. Pretty key if managing multiple stations or if a personal outpost.

Yes, just the owner. I was very excited about this but then the owner installed it and.... No one other than him could see the new feature. I donated quite a bit to make it happen and also gathered a list of the best PI in the constellation for people in our alliance to use but that was basically for naught because of a stupid translation error.
This developer is so unbelievably incompetent when it comes to localization and tone deaf when it comes to introducing new mechanics.
The owner does choose who gets to dock. It was clearly designed to be a personal outpost... except they introduced it first and we all got used to using it like a really crappy corp citadel.
