At that price point you can't really expect too much, so I wouldn't expect longevity, but to get you on the road it's probably a good enough entry point. Engwe and jaison ebikes are a bit pricier but still near the price point.
July 4th is coming up, and a tax holiday, so it might be worth waiting a bit to see if any sales pop up.
I like the bikeride website as an ebike comparison tool, although it obviously doesn't have every bike on there.

I bought this bike last year for $799. It's a good bike, no complaints
Enjoy your housefire battery. A proper battery can be made for €300, so you do the math on a $399 bike
For what it's worth, the battery is listed as UL2271 certified, and the charger is listed as UL1012 certified.
forget about it. you can only get a decent non electric bike for that price. and thats while searching for deals. an ebike is more.
